Most pipeline monitoring technologies were developed for large transmission pipelines. Yet the majority of underground utility networks consist of much smaller pipes that are rehabilitated using trenchless methods. These assets often remain unmonitored for decades after installation, leaving utilities with little visibility into their condition.

Once a pipe liner is installed, operators have few practical ways to monitor its long-term health. As a result, maintenance decisions are often made after failures occur rather than before, increasing costs, service disruptions, and operational risk.
